Why 4.0 → 4.3 can be a range

In the reference 4.0 scale used here, both A and A+ are 4.0. Once those two grades have been collapsed into the same number, a 4.0 GPA value alone cannot tell us whether the original grade was A or A+. For that top band the converter therefore shows 4.00–4.30 instead of inventing one precise result.

If you have individual course grades, convert course by course and use the credit-weighted result above. Converting an already-averaged cumulative GPA necessarily loses information and should be treated as an estimate.

Can I use this for an official application?

No. Always follow the conversion instructions published by the receiving school, country, scholarship program, employer or credential-evaluation organization. If they ask for the original transcript without conversion, submit the original scale instead.
